Much like any other Cafe Rouge although it looks not possible to just have a drink (should you actually want one here) as you're pounced on quickly and taken to a table to order food and drink.

This is basically what it says on the front, a cafe. There is a limited amount of draught beer on the counter but people come here to eat. Its not worth the bother if you're just wanting a drink.
