This is a Youth Hostel with a couple of lager pumps. The receptionist was too busy checking people in to serve behind the bar. It's not a pub.

Request to mark pub as open submitted by Will Larter, with included notes: Failing to get served because bar staff were busy is not a reason for marking a place as closed. I have been in the bar area of this hostel at a time when plenty of people were being served with drinks. People can walk in off the street and do not have to be YHA members or booked into the hostel. They can drink inside or outside. It functions as a pub with food and accommodation. Sometimes the service is lousy.
