As Aqualung mentions below this was a former department shop named Doggart's that ran from 1923-1980. The store obviously sold fancy hats, along with feathers and a hat display can be seen high up near the bar area. I noticed the original lead glass windows high up along the front which was nicely retained.
Beer prices were reasonable and on Wednesdays all the cask is only a pound a pint. Usual beer line up on our visit, apart from a decent drop of Flacks Brewery Romsey Gold.

The Hat And Feathers is a conversion of a horrible 1960s built shop with a hideous turquoise signage. Inside it's a roughly square split level room with the bar on the left. On my Thursday morning visit it was doing a good trade of breakfasts. Their traditional breakfast is cheaper here than normal (£2.99 rather than £3.30) and the one I ordered was fine.
The bar has ten hand pumps which with two unused and doubling up boiled down to Ruddles, Doom Bore and three festival ales. I went for the Shepherd Neame Continental IPA (£1.95 festival price) which was a bit warm but OK apart from that.
I thought this one was fairly average.
